ECC allows subsidy on five essential items for another month

سلام آباد: کابینہ کی اقتصادی رابطہ کمیٹی (ای سی سی) نے جمعہ کو یوٹیلیٹی اسٹورز کے آؤٹ لیٹس پر پانچ ضروری اشیائے خوردونوش پر صرف ایک ماہ یعنی جنوری 2022 تک غیر ہدفی سبسڈی جاری رکھنے کی منظوری دی۔

یہ فیصلہ وزیر خزانہ شوکت ترین کی زیر صدارت ای سی سی کے اجلاس میں کیا گیا۔

31 دسمبر 2021 گندم کے آٹے، چینی، سبزی گھی، دالوں اور چاول پر غیر ہدفی سبسڈی کے لیے آخری تاریخ تھی جو 1 جولائی 2021 سے لاگو ہو گی۔

ای سی سی نے نیا پاکستان ہاؤسنگ اینڈ ڈویلپمنٹ اتھارٹی (NAPHDA) کی جانب سے کم لاگت والے مکانات کے لیے حکومتی اسکیم کے ٹائر-I کے تحت کسٹمر کی قیمتوں کے تعین اور مارک اپ سبسڈی کی مدت پر نظر ثانی کی تجویز کی منظوری دی اور اسکیم میں ہاؤسنگ فنانس کمپنیوں کو شامل کرنے کی منظوری دی۔ ہاؤسنگ فنانس. اجلاس میں ہدایت کی گئی کہ NAPHDA کے منصوبوں میں کمرشل بنکوں کی براہ راست شمولیت نہیں ہونی چاہئے۔

اجلاس میں اسٹیٹ بینک آف پاکستان کی جانب سے انٹربینک مارکیٹ میں زرمبادلہ کی منتقلی کے خلاف ایکسچینج کمپنیوں کے لیے مراعات کی تجویز کی منظوری دی گئی۔

ای سی سی نے پبلک سیکٹر ڈویلپمنٹ پروگرام کے تحت سیالکوٹ (سمبڑیال) کھاریاں موٹروے پراجیکٹ کے لیے حکومت کے حصہ کے مقابلے میں 8 ارب روپے کے فنڈز کی منظوری دی - 4 ارب روپے اپ فرنٹ وائیبلٹی گیپ فنڈنگ (VGF) کے طور پر اور 4 ارب روپے اس منصوبے کی اوور ہیڈ لاگت کے لیے۔

ای سی سی نے اکتوبر 2021 سے جنوری 2022 تک ایس این جی پی ایل پر مبنی پلانٹس - فاطمہ فرٹیلائزر اور ایگری ٹیک - کے آپریشنز کے لیے گیس کی قیمت کے حوالے سے وزارت صنعت کی سمری کی منظوری دی، اور ریٹ 839 روپے فی یونٹ (ملین برٹش تھرمل یونٹ) پر برقرار رکھا۔

اجلاس میں نیشنل انجینئرنگ اینڈ سائنٹیفک کمیشن (NECOP) کے پروجیکٹ کے لیے حکومت کی خودمختار گارنٹی کے اجراء کی منظوری دی گئی جس میں بیچ-IV کے لیے 5.822 ملین ڈالر اور بیچ-V کے لیے 26.154 ملین ڈالر چین الیکٹرانکس ٹیکنالوجی گروپ، بیجنگ کے حق میں سات سالوں میں قرض کی ادائیگی کے لیے، دو سال کا رعایتی وقت بھی شامل ہے۔

ای سی سی نے حبیب میٹروپولیٹن بینک لمیٹڈ کے حق میں 24.188 بلین روپے کی خودمختار گارنٹی کے اجراء کے لیے وزارت توانائی کی سمری اور یونائیٹڈ بینک لمیٹڈ (یو بی ایل) کی قیادت میں دو بینکوں کے ایک سنڈیکیٹ کو قرض کی بقیہ مدت کے لیے منظور کر لیا۔ پائپ لائن انفراسٹرکچر ڈویلپمنٹ پروجیکٹ LNG-II کے حوالے سے ایک نئے مالیاتی معاہدے کے لیے قرض دینے والے بینکوں کے حق میں راحت۔ای سی سی نے وزارت مواصلات کی طرف سے نیشنل ہائی وے اتھارٹی (این ایچ اے) کو تجارتی طور پر قابل عمل کاروباری منصوبے کی تیاری کے لیے جون 2022 تک کی دی گئی ٹائم لائن میں توسیع کے لیے جمع کرائی گئی سمری کی منظوری دے دی، انہی شرائط کے ساتھ کیش ڈویلپمنٹ لون کے حوالے سے جو وفاقی کابینہ نے فیصلہ کیا تھا۔

NHA کے قرضوں کی تنظیم نو کو کاروباری منصوبے کے نتائج سے منسلک کیا جائے گا۔ ای سی سی نے وزارت کو ہدایت کی کہ وہ ماہانہ پیشرفت کی رپورٹ باقاعدگی سے جمع کرائے اور کاروباری منصوبہ ڈیڈ لائن سے پہلے اچھی طرح تیار کرے۔

ایوی ایشن ڈویژن نے روزویلٹ ہوٹل (RHC)، نیویارک کے مالیاتی چیلنجز کے بارے میں ایک سمری جمع کرائی اور نیشنل بینک آف پاکستان کی جانب سے مارک اپ ادائیگیوں کے ساتھ $142 ملین کی اصل رقم کی ری رولنگ کے لیے PIA انوسٹمنٹ لمیٹڈ (PIA-IL) کی درخواست کی۔ 31 دسمبر 2024 کو ختم ہونے والے مزید دو سالوں کے لیے۔میٹنگ کو بتایا گیا کہ PIA-IL اپنی بندش/معطلی کی وجہ سے RHC کی جانب سے قرض کی اصل رقم اور مارک اپ ادائیگیوں کی ادائیگی کرنے سے قاصر ہے۔ ای سی سی نے ایوی ایشن ڈویژن کو اس مسئلے کے مستقل حل کے لیے روڈ میپ تیار کرنے کی ہدایت کے ساتھ اس تجویز پر تبادلہ خیال کیا اور اس کی منظوری دی۔

ای سی سی نے اصولی طور پر وزارت اقتصادی امور کی جانب سے Libor سے متبادل حوالہ جاتی شرحوں میں عالمی منتقلی کی ایک سمری کو اس ہدایت کے ساتھ منظور کیا کہ مستقبل میں اپنائے جانے والے حوالہ جات کی شرح منظوری کے لیے ECC کو پیش کی جائے۔
